Thanks, Owen, I like the effort.  (Hadn't thought of proposing to add 
a new section to the NPRM).  If there's a need for a count of people 
interested in this, add me.

I have some questions on the content.

Is the RSA the same for everyone?  I had assumed that once signed, 
the RSA was between the registrant and ARIN, and that modifications 
to one RSA only involved the one registrant.  I was surprised to see 
that changes would go to PPML, I would have thought to the registrant 
involved.  Or plural.

I don't know how to read 11.1b.  Do you mean that BoT, under advice 
of council, has authority to veto?  I'm just unclear what it means to 
"have the authority" ... "if doing so at the advice of council."
