Truthfully, I don't know.  I will affirm that I am not a routing 
expert, but that's not an excuse.  My statement also might not have 
been a complete capture of the idea - it's based on my recollection, 
but, it is my recollection.

I know that technically we want there to be no boundaries in the 
network layer address.  But there are non-technical considerations to 
addre-umm, consid-umm, think of.  I don't mean "cave in" to them, but 
to think of them.
