The problem with the LIR qualification idea is that there is a requirement
for a plan to assign to 200 external organizations.  There are two problems
with this requirement.  First, there is no clear definition of the term
external in this context. Second, the number 200 is rather arbitrary.
A /32 is 65,536 possible customer assignments.  The number 200 is not
related to this fact in any meaningful way. It could just as easily
be justified at 100, 10, 2000, 20000, 30000 or whatever.  I am not
a big fan of arbitrary policy and that seems pretty arbitrary to
me.

I'm also not a big fan of putting the RIRs in the role of creating more
than one class of internet citizenship and providing advantages to
organizations that meet certain criteria.  I don't know if you were
involved back when CIDR first came into being or not.  At the time,
nobody viewed it as a solution.  We all viewed it as a temporary hack
until a better solution was devised in v6.  It was supposed to all
get fixed in v6.  That was one of the primary reasons for abandoning
TUBA early on.

I understand your proposal.  Frankly, if I didn't think an expiry clause
would be a showstopper, I wouldn't hesitate to agree with it.  However,
since I believe:
	1.	It would be a showstopper for a lot of enterprises.
	2.	The necessity of reclaiming the addresses is symptomatic
		of an inadequate "solution"

Right.  I am hard pressed to envision any solution that does not have that
property.  This is why I said I think we need to clearly define what
constitutes
a solution.  In my opinion, to be a solution, rather than a hack, it must
have the following properties:

	1.	Routing table growth is either unconstrained or unrelated
		to prefix deaggregation.

	2.	The existence of a reachable connected prefix in one part
		of the network does not automatically create resource
		cost in all other default-free parts of the network.

	3.	Topological convenience from the ISP perspective is not
		an overriding concern in address policy.

	4.	Interdomain Routing topology should not need to be a
		concern in the eligibility to obtain a direct assignment
		or allocation.

	5.	The size of the organization should affect only the amount
		of address space they can receive.  It should not control
		their ability to receive portable address space.

If you define a solution along the lines of those 5 points, then, when we
have a solution, there is no need to eliminate these assignments.  If,
on the other hand, we declare victory short of these goals, then, I believe
we have again missed the mark and need to keep working.
