These are two different things and should be separated.

To qualify for a PI assignment, you must:
 a) not already be an IPv6 LIR.
 b) have an AS number

If the resulting policy has any barriers that would prevent
an IPv4 PI assignment holder from getting an IPv6 PI allocation
then we could have a fastpath in which the justification comes
from the fact that the IPv4 PI holder is already multihomed
using IPv4. This migration clause is only needed if the 
final policy has something that would create a barrier.
