[ppml] PI Policy 2005-01/2006-04: Identifying/filtering prefixes

Issue/topic: is it desirable/necessary to be able to identify PI
prefixes for filtering purposes? If so, how will this be achieved?

2005-01:

Nothing explicitely stated. no recommendation to assign PI blocks out
of a well-known prefix.

2006-04:

Proposal says:

>      Direct Assignments shall be allocated from a separate super-block
> to allow for LIRs to filter.
