Not sure what exactly you are asking the IAB. BTW, RFC 3177 presumably
says what the IAB was thinking on /48s...

Just to be clear, the above wording comes from
http://www.arin.net/policy/nrpm.html#six, which was developed by the
RIRs, not the IAB.
