[ppml] Policy Proposal 2002-3: Micro-Assignments for Multihomed Networks

I have a single comment:
What if that multi-home company has an ASN from LACNIC or other RIR?
should this be accomodated here?
I say LACNIC.. Didn't LACNIC inherit some ASNs from ARIN?
