[ppml] Afrinic and so-called sub-regional policies

As a point of reference ARIN has provided Spanish language versions
templates for years.  Because of the database upgrade these templates
became invalid.  ARIN is currently undertaking an update of this not
only in Spanish but also in French.  Other documents will be included as
well.
