[ppml] re: /24 no justification needed

Justification can come in many forms.

There is a ratified policy that allows ISPs to assign a /24 to any customer 
they have as long as the customer is multi-homed.  The multi-homing is the 
justification.

Note that this is specifically only a provider assigned space.
