[ppml] HD Ratio Applied to IPv4

If one uses Philip Smith's number of 56% of available addresses allocated
(in weekly routing table summary), one finds an AD Ratio for the entire IPv4
space of .97385 (log  2.4049/log 4.2945) which suggests to me that we are in
need of a new allocation of IPv4 addresses...  ;-)
