I personally do not believe that we should be basing ARIN policy on the 
pricing practices of ISPs for address space (or any resource for that 
matter).  Our policies need to be based on the needs of _all_ of our 
members, taking into account the impact that the policies will have on the 
operation of the Internet (as far as routing table size and available 
address space are concerned).
