I'd be happy with simply requiring that a legit _current_ technical POC be
maintained.  This may very well be the case already, but it's been quite
some time since I've reviewed such.

And, my answer is "no one".  If you're unhappy with a given network's
policies (or lack thereof), you need not accept traffic from them.  That's
as much regulation as I'm interested in seeing.
