Could somebody state more clearly what problem this proposal is trying to solve?  I've heard that "organizations tend toward entrenchment" but not that ARIN has.  Is the community stagnant?  Is the AC unresponsive to evolving thought in the region?  Is the Board inaccessible?  What problem would be solved by having new people in those positions?

There's only one founding Board member still at ARIN, and he's on the Board ex-officio: John Curran.  Only Bill Woodcock has more than ten years' tenure.

I was a Board member for three years, lost re-election, took a year off, then ran again and won.  Two terms later, I lost re-election.  I'm not the only one: https://www.arin.net/about_us/bot_former.html
15 former Board members (counting myself only twice) for an organization that's 16(?) years old doesn't seem stagnant to me.

Is it really 46 former AC members?

Looks to me like there's turnover already.  If we need more churn, I would want to understand what's broken.
