Alec - 
 
  To be clear, IPv6 allocations are being made using a "sparse allocation" model 
  (so there are adjacent blocks for each one which allows for contiguous growth 
  and still only one covering prefix...)  In this manner, we are doing it "the 
  right way" with IPv6, and should not see fragmentation for follow-on requests
  for any ISPs which are so successful that they need additional IPv6 space.
