What I'm seeing is that most of the time I try a query (which is usually once or twice a day), it hangs for long enough for me to give up via the web site, and try via command line, which also hangs while waiting for a response from whois.arin.net.

I tried it just now, and the query got me to the redirect to whois.arin.net, and it hung there for about 2 minutes before finally loading. Command-line appeared to work well enough.
