XEN plus 4 quad-core CPUs in a 1U server
equals 48+ virtual servers not to mention
virtual routers and virtual switches.
If it is one customer, best to just give
them a /48. If they add another server, 
then extend the VLAN to that and let the
customer address it out of the existing
/48. If they have a full rack, assign
them a /48. If they have a room full
of racks, assign them a /48. If the
customer has two racks in two different
cities, then assign them two /48s even
if they are somehow bridging their 
racks together for some kind of DR plan.

Keep it simple, assign a /48
