Address block problem

ARIN policies are based, in large part, on the principle of avoiding
fragmentation.  The question is, what led to the expectation of
reserved space for the block in question, did the holder of it meet
the conditions for holding the space?  There's no secrecy about
the policies, so it should be easy to resolve the question.
