[ARIN-consult] Consultation on ASN Fee Harmonization

I support the elimination of additional fees for the allocation of an ASN
for couple of reasons;

1. As mentioned, other resources, IPv4 and IPv6, don't have such additional
fees for allocations.

2. With ARIN-2022-2, which I believe is in the final stages of
implementation, the allocation of at least the first ASN becomes Pro-forma.
