This is actually something that I have never understood.

ARIN ist the only RIR that went backwards with the IPv6-policy, from
"a member can get a /35, no questions asked" to a *smaller* size, while
all the other RIRs went to a /32 or even bigger.

It's not like there is a foreseeable shortage in /32s...
