The lack of a public mailing list for the discussion of ARIN
governance and non-policy discussions has been a perennial problem
which ARIN SHOULD resolve. Such discussions regularly clutter the
policy list.

Whether or not this requires eliminating or should be accomplished by
eliminating the members-only mailing list is dubious at best. Mailing
lists are not in short supply.
