[consult] Suggestion 2008-2, ARIN Addresses Returned / Issued List

I'm a bit confused.

Isn't this simply a request to formalize a list that can be collected
from a prolonged research of the ARIN Whois database?  And, if this is
an accurate assessment, then isn't the concern more about ownership and
responsibility of such a formalized list that would be concisely
provided and maintained?

The abuse by a party to use and announce IP addresses without having the
administrative authority to do so exists today, it seems to me, with or
without such a formal list and has been transgressed.  Or am I
misunderstanding something?
