Based on the community feedback received and operational considerations of the ARIN organization, staff will be updating how fees are applied to transfers. Beginning 1 January 2017, ARIN will collect a $300 USD, non-refundable processing fee for the following transfer requests. This fee will be invoiced to the appropriate organization's billing Point of Contact (POC) and will be paid before request evaluation begins. * 8.2 Merger, Acquisition, and Reorganization transfers; billed to the requesting organization. * 8.3 Transfers to Specified Recipients within the ARIN region, billed to the source-side organization, with no transfer specific fee charged to the recipient-side organization. * 8.4 Inter-RIR Transfers to Specified Recipients, billed to either the source or recipient organization depending on which party is being serviced by ARIN. The other party will always be serviced by a separate Regional Internet Registry (RIR) in 8.4 cases. This new transfer processing fee will replace the current $500 resource transfer fee on the existing fee schedule. https://www.arin.net/fees/fee_schedule.html The transfer processing fee will be waived for 8.3 and 8.4 source-side transfers in cases where the subject resources to be transferred are presently under a Registration Services Plan with ARIN. Additionally, for 8.4 recipient-side transfers processed by ARIN, the transfer processing fee will be waived if the resources will be brought under an existing Registration Services Plan with ARIN. As noted in the consultation, the collection of the transfer processing fee in advance will encourage organizations to only submit bona fide requests, and serve to reduce transfer processing fees for all legitimate requests. In the first half of 2017, ARIN will begin to develop functionality enabling transfer-requesting organizations to designate how transfer processing fees will be paid (e.g. by another party) as raised during the consultation. In addition, as a result of input received during the consultation, ARIN will also be researching changes to make the functionality of Specified Transfer Listing Service (for verification of the provenance of number resources for transfer) more straightforward and accessible to parties. The results of this effort will be brought forth to the community in a future consultation. This appointment was made in accordance with the ARIN Bylaws, Article VI, Section 1.b: Composition. The Board of Trustees shall consist of seven (7) voting members. Six (6) of these members shall be elected or appointed in accordance with Article VIII. The President of ARIN is the seventh voting member of the Board of Trustees.
