An historic proposal for the global community to assume stewardship of the IANA functions, produced after nearly two years of work by the global Internet community, has been delivered to the U.S. Government for its consideration. The proposal would remove U.S. Government oversight over a set of fundamental Internet administrative functions, including management of the global pool of Internet number resources (IPv4 and IPv6 addresses and Autonomous System Numbers), and replace it with a set of arrangements for community-based oversight. The proposal, developed by the IANA Stewardship Transition Coordination Group (ICG), is based on input from three operational communities, including the Internet Number Community (those with an interest in the global management of Internet number resources). The contributions of the Internet Number Community were coordinated via a Consolidated RIR IANA Stewardship Proposal (CRISP) Team made up of community members drawn from each of the five RIR regions. CRISP Team Chair Izumi Okutani said: ?The discussions that have taken place over the last two years have been a showcase for the kind of bottom-up, community-driven processes that are a central feature of the Internet Number Community. This approach has been fundamental in making the Internet a truly global resource. It is very satisfying to see the input of so many stakeholders explicitly reflected in the ICG?s proposal, and I believe that the solution presented here successfully meets the needs of the Internet Number Community, and of all IANA stakeholders.? The ICG proposal includes mechanisms for stewardship of the number-related IANA functions, as developed by the Internet Number Community. These mechanisms include a contractual Service Level Agreement signed by the RIRs (as stewards of these functions) and ICANN (as the entity responsible for management of the functions). While the ICG published the final draft of its proposal in October 2015, elements of the proposal relied upon the adoption of a set of recommendations regarding the accountability of ICANN to its community. These countdown procedures have been meticulously followed for the past five years. We have been inside the 4th and final phase of this plan since April of 2014 when ARIN reached one remaining /8 equivalent. This final phase of the plan includes the processing of all IPv4 requests on a "first in, first out" basis (chronologically based on time stamp) and team review for all IPv4 requests, regardless of size. You can find the processing procedures for each phase on ARIN's IPv4 Countdown Plan page at the ARIN public website. https://www.arin.net/resources/request/ipv4_countdown_plan.html ARIN's IPv4 free pool depleted in September of 2015. Even though the depletion event has already occurred, ARIN staff continues to apply Phase 4 countdown procedures to IPv4 free pool requests today. With the exception of requests that fall under NRPM 4.4 (micro-allocations) and 4.10 (dedicated IPv4 block to facilitate IPv6 deployment), all IPv4 requests that qualify for an allocation/assignment are destined for the Waiting List for Unmet Requests. Since the waiting list started in 2015, over 300 organizations have been added. As the waiting list continues to grow, there is diminishing likelihood new additions will receive IPv4 blocks resulting from returns or IANA distributions in the coming years. https://www.arin.net/resources/request/waiting_list.html ARIN staff is considering the retirement of the IPv4 Countdown Plan. This would involve the cessation of Phase 4 processing procedures in our future review of IPv4 requests that are destined for the waiting list for unmet requests. IPv4 request tickets would continue to be responded to in generally the same number of days across the many different open requests, but would no longer be processed on a strict "first in, first out" basis. We would also discontinue the team review requirement for IPv4 request tickets. Removing these procedures would allow the recovered staff time to be redirected to other registration related work activities inside the ARIN Registration Services Department, such as handling the increasing number of transfers. This was and continues to be a sustained attack against our provisioning services, email, and website. We initiated our DDoS mitigation plan and are in the process of mitigating various types of attack traffic patterns. All our other public-facing services (Whois, Whois-RWS, RDAP, DNS, IRR, and RPKI repository services) are not affected by this attack and are operating normally. We will announce an all clear 24 hours after the attacks have stopped. Per Article X. Section 6.b. of the Bylaws, several of these changes require community notification and consultation before they can be adopted. ARIN is conducting this community consultation to obtain feedback on the proposed set of Bylaws changes. This notification and consultation period will close at 5 PM EDT, 2 April 2016. The proposed changes include: 1. Improving language for appointment of a Trustee for purposes of improving overall Board diversity of skills or background 2. Clarifying the staggering of terms for Trustee and Advisory Council members 3. Modifying the Trustee removal process to make removals by the Board of Trustees subject to membership ratification 4. Clarifying the process for interim appointments and partial terms 5.
