Following the open consultation period, it was announced that the Plan would be retired on 1 June 2016. The IPv4 Countdown Plan has now been retired. This includes the cessation of Phase 4 processing procedures in the review of IPv4 assignment/allocation requests. Going forward they will be handled via normal processes and no longer be serialized via team review of IPv4 request tickets. Removing these procedures allows the recovered staff time to be redirected to other registration related work activities inside the ARIN Registration Services Department, such as handling the increasing number of IPv4 transfers. The changes include: * Improving language for appointment of a Trustee for purposes of improving overall Board diversity of skills or background * Clarifying the staggering of terms for Trustee and Advisory Council members * Modifying the Trustee removal process to make removals by the Board of Trustees subject to membership ratification * Clarifying the process for interim appointments and partial terms * Changing the processes for Bylaws changes and Articles of Incorporation changes so all changes are sent to community consultation before final adoption by the Board of Trustees. These changes were adopted following the Community Consultation on Bylaws Changes held 3 March to 2 April 2016. In order to be accepted, the proposal needed to be shown to have "broad community support and address the following four principles: 1. Support and enhance the multistakeholder model; 2. Maintain the security, stability, and resiliency of the Internet DNS; 3. Meet the needs and expectations of the global customers and partners of the IANA services; and 4. Maintain the openness of the Internet." The NTIA further stipulated that "it would not accept a proposal that replaces its role with a government-led or intergovernmental organization solution." After thorough review the NTIA reports that it finds that "the IANA Stewardship Transition Proposal meets the criteria necessary to complete the long-promised privatization of the IANA functions." ARIN recognizes that the NTIA report and acceptance of the proposal is an important milestone that completes the planning phase for the IANA Stewardship Transition. To run, a nominee must submit an online questionnaire that is designed to elicit details of their relevant experience. In preparation, ARIN is opening the floor to the community for input in this year's nominee questionnaires. If you have questions that are relevant to policy issues or challenges facing ARIN that you'd like candidates to answer, send them to members at arin.net no later than 29 June 2016. The RIRs and ICANN signed the Service Level Agreement (SLA) for the IANA Numbering Services today at ICANN 56 in Helsinki, Finland. This agreement documents the arrangements for provision by ICANN of IANA numbering services, after the IANA stewardship transition which is expected to occur on 30 September 2016. The SLA will only come into effect with the transition, and will have no effect whatsoever before that time. This event is a significant milestone in the long process of transition planning which started in March 2014 with US Government announcement. The process involved huge efforts by the Internet number community collectively, and by teams formed specifically to carry out the work. In particular the NRO Executive Council expresses its sincere thanks for the contribution by CRISP members during the last year and a half in the IANA Stewardship Transition Process. The CRISP Team worked tirelessly to integrate and consolidate the views from the five different regional communities into a single proposal.
