From info at arin.net Mon Aug 3 09:46:49 2015 From: info at arin.net (ARIN) Date: Mon, 03 Aug 2015 09:46:49 -0400 Subject: [arin-announce] =?utf-8?q?Call_for_Comments_on_ICG=E2=80=99s_Draf?= =?utf-8?q?t_IANA_Stewardship_Transition_Proposal?= Message-ID: <55BF70C9.6040707@arin.net> Sent on behalf of the Number Resource Organization (NRO): The IANA Stewardship Transition Coordination Group (ICG) has published its draft IANA Stewardship Transition Proposal for public comment. Comments can be provided via an online form or by emailing public-comments at ianacg.org until 8 September 2015 at 23:59 (UTC). Comments need not be in-depth, even simple statements of support are appreciated. All comments received will be publicly archived. More information can be found on the ICG?s public comment page. The ICG will also be hosting two webinars to discuss the proposal on 6 and 7 August 2015. The ICG?s proposal integrates the three separate proposals developed by the names, numbers and protocol parameters communities. The Internet Number Community?s Proposal was submitted to the ICG by the Consolidated RIR IANA Stewardship Proposal (CRISP) Team back in January 2015. The Internet Number Community?s Proposal In the Internet Number Community Proposal, ICANN continues as the IANA Functions Operator for the IANA Numbering Services. A Service Level Agreement (SLA) between ICANN and the RIRs would be used to ensure that the IANA functions continue to be performed to the Number Community?s requirements. An independent review panel, made up of representatives from each RIR community, periodically reviews ICANN?s performance in meeting these identified service levels. Key priorities here were ensuring stability, security, reliability, quality of service and community empowerment. The community is very satisfied with ICANN?s performance as IANA Functions Operator and, as ICANN?s role is lightweight and purely administrative, there was no need for the proposal to introduce additional operational complexity. More detail can be found in the following infographic. The CRISP Team and the NRO Executive Council are enthusiastic about the progress on the transition so far, and confident that the proposal reflects the will of the Internet Number Community. Next Steps Following the public comment period, the ICG will work on finalising its proposal and intends to publish the final document in October 2015, during ICANN 54 in Dublin. The ICANN Board of Directors will then deliver this document to the NTIA for review. Throughout these next steps, it is important that the Internet Number Community continues to express its views. You can join the NRO IANA Transfer Mailing List (ianaxfer at nro.net) to follow the discussions and updates on the process will be published on www.nro.net. PUBLIC CONSULTATION Open until: 31 August 2015, 23:59 UTC Background On 15 January 2015, the Consolidated RIR IANA Stewardship Proposal (CRISP) Team submitted the Internet Number Community Proposal to the request for proposals issued by the IANA Stewardship Coordination Group (ICG). One of the key elements of the Internet Number Community proposal is to replace the current NTIA IANA agreement with a new contract, a Service Level Agreement (SLA) between the IANA Numbering Services Operator and the five RIRs. A first draft of the SLA was produced on 1 May 2015 and opened for public comments until June 14th 2015. The first draft of the SLA is available at: https://www.nro.net/sla-v1 Discussions about the development of the SLA have occurred in all RIR meetings at: APNIC 39 (2-6 March 2015), ARIN 35 (12-15 April 2015), RIPE 70 (11-15 May 2015), LACNIC 23 (18-22 May 2015) and AFRINIC 22 (3-5 June 2015). Results of this discussion are documented in the NRO website at: https://www.nro.net/sla-development Second Draft SLA As a result of the public consultation of the first draft of the SLA and the RIR meetings discussions, a second draft of the SLA has been produced and is available at: https://www.nro.net/sla For the sake of clarity, you can find a track changes version with the first draft at: https://www.nro.net/sla-track-changes Additionally, a document with the comments received during the consultation period and the legal team responses is available at: https://www.nro.net/sla-comments All interested parties are now encouraged to review and comment on this second version of the draft proposal; including members of the RIRs, ICANN, and their communities; members of the CRISP Team and the ICG; and any other organisations and individuals. This call for public comments will remain open until 31 August, 2015 at 23:59 UTC. Comments can be submitted by any interested party to the mailing list. Subscription to this list is open and available at: https://www.nro.net/mailman/listinfo/ianaxfer About the Second Draft SLA The draft SLA has been developed by a team of legal experts from different RIRs. It responds to the principles included in the Internet number community proposal and is based on the already existing provisions of the NTIA IANA agreement. The content of this draft is NOT the result of negotiations with ICANN or any other parties. It is written in such a way so that it can be signed as part of the implementation of the IANA transition when this occurs or before, without pre-judging the outcome of the ICG coordinated proposal. The draft includes legally important provisions, such as those that regulate the five RIRs acting together and being responsible collectively before ICANN. It includes background and definitions. This draft SLA also includes explanatory footnotes that reference the source of each article according to the Internet number community proposal principles or the NTIA IANA agreement. Next Steps During this final public comment period, the CRISP team is encouraged to review the draft SLA and its consistency with the principles of the Internet number community proposal. ICANN in particular is encouraged to review the draft in detail, and to submit any and all final comments during this period. All comments received by the deadline will be processed by the legal team of the RIRs and, as appropriate, included in a further and final draft of the SLA which will be presented to ICANN as the proposed final SLA. It is hoped that this document will be agreed by ICANN without further changes. Working with and on behalf of the Internet Number Community, the CRISP Team built a plan for the IANA numbering functions, and this now forms part of the transition plan developed by the IANA Stewardship Transition Coordination Group for all of the IANA functions. We are now very close to the end of this long and complex process, and the Number Community has devoted many hours to meetings and discussions around the plan. At this stage of the process, to ensure the success of the transition, it is vital that the global Internet community expresses its support for ICG proposal. Therefore, we encourage members of the RIR communities to review the ICG?s draft IANA Stewardship Transition Proposal and register their support or any concerns they may have: https://www.ianacg.org/icg-files/documents/IANA-stewardship-transition-proposal-EN.pdf Comments can be submitted via an online form or by emailing until 8 September 2015 at 23:59 (UTC). Please note that all questions on the online form about the proposal are optional. The form can be accessed at: https://comments.ianacg.org/form If you agree with the key priorities in the Number Community?s contribution to the proposal ? which focused on ensuring stability, security, reliability, quality of service and community empowerment ? please submit your statement of support today! Your comment could be as simple as this: I , as a member of the Number Community, am in favor of the ICG proposal on the IANA stewardship transition. If for any reason you do not agree with the draft proposal, it is essential that you take the time to comment and describe your viewpoint and underlying reasoning. For more information, please review the CRISP Team?s own analysis, which shows how the ICG proposal reflects and supports the CRISP proposal, and the wishes of the global Number Community.
