Since its inception arin-discuss has been restricted to ARIN members, and it currently has approximately 2,450 subscribers. The list was created to provide a forum to discuss ARIN-specific operations, services, and fees so that the Public Policy Mailing List, arin-ppml at arin.net, could focus on community input into the Internet number resource policy development. ARIN is seeking a place to engage our community in dialogue on important topics such as Internet governance, particular in light of the recent announcement regarding transition of NTIA's IANA stewardship role. Additionally, ARIN recognizes that its services and practices affect those in the community who are not members. Opening the arin-discuss list would enable greater community input on these issues, and reduce non-policy related discussion on arin-ppml. Does the community support the use of arin-discuss for both global Internet governance matters and ARIN governance and non-policy discussions? Please provide us your opinion about opening the ARIN Discuss mailing list. Do you support this action, or not, and why? Please provide comments to arin-consult at arin.net. You can subscribe to this mailing list at: http://lists.arin.net/mailman/listinfo/arin-consult. This consultation will remain open through 5 PM EDT Friday 25 April. We are sure you are aware that there has been a serious vulnerability with the underlying SSL encryption technology that is widely used by both the industry and at ARIN. This bug has been widely reported and called "Heartbleed". http://www.us-cert.gov/ncas/current-activity/2014/04/08/OpenSSL-Heartbleed-Vulnerability ARIN has investigated all of its systems and made the appropriate corrections to reduce vulnerabilities; in this process we did not discover any evidence of issues due to Heartbleed. At this time we have no indication to suggest that any ARIN system or customer account was compromised. However, because of the complexity of this vulnerability, ARIN recommends that: 1) ARIN Online users change their passwords of their user accounts 2) Create new API keys and deactivate their existing API keys. 3) Enable CRL and OCSP checking within your tools that interact with SSL encryption to ensure you are connecting to the correct site. All IPv4 requests are now subject to Countdown Plan processes, so please review the following details carefully. All IPv4 requests will be processed on a "First in, First out" basis, and all requests of any size will be subject to team review, and requests for /15 or larger will require department director approval. ARIN's resource analysts will respond to tickets as they appear chronologically in the queue. Each ticket response is treated as an individual transaction, so the completion time of a single request may vary based on customer response times and the number of requests waiting in the queue. Because each correspondence will be processed in sequence, it is possible that response times may exceed our usual two-day turnaround. The hold period for returned, reclaimed, and revoked blocks is now reduced to 60 days. All returned, revoked, and reclaimed IPv4 address space will go back into the available pool when the 60 day period has expired. Staff will continue to check routing/filtering on space being reissued and will notify recipients if there are issues. When a request is approved, the recipient will have 60 days to complete payment and/or an RSA. On the 61st day, the address space will be released back to the available pool if payment and RSA are not completed. We encourage you to visit the IPv4 Countdown Phase Four page at: https://www.arin.net/resources/request/countdown_phase4.html ARIN may experience situations where it can no longer fulfill qualifying IPv4 requests due to a lack of inventory of the desired block size. At that time, the requester may opt to accept the largest available block size or they may ask to be placed on the Waiting List for Unmet Requests. Full details about this process are available at: https://www.arin.net/resources/request/waiting_list.html Please contact hostmaster at arin.net or our Help Desk +1.703.227.0660 if you have questions about these procedural changes. We have been working hard over the entire period with our suppliers for these systems, and expect to have this finally resolved later today. To reach full resolution, an urgent maintenance window starting at 12:45 PM EDT today until late this evening is necessary. Although maintenance windows are normally scheduled for weekends, the work today is time critical as we need to ensure that ARIN is not solely dependent on utility power as we have been the past several days. We do not expect an outage to occur during this maintenance window, as our power systems will be bypassed for the duration. However, if our power systems do fail, then the ARIN website, ARIN Online accounts, and ARIN's RESTful provisioning service will be unavailable, and any mail sent to ARIN Registration Services would be queued for later response. All other ARIN publicly facing services (Whois, IRR, RPKI Repository Services, etc.) will not be impacted by this maintenance work.
