[arin-announce] ITU Plenipotentiary Conference

The International Telecommunications Union (ITU) will open its 18th 
Plenipotentiary Conference in Guadalajara, Mexico on 4 October 2010. The 
ITU Plenipotentiary is a quadrennial event and represents the highest 
authoritative body of the ITU, drawing participants from governments, 
private sector and regional and international organizations. During this 
critical meeting, also known as PP10, members will determine the ITU’s 
policy and strategic direction for the next four years.

The meeting will focus predominantly on issues associated with the 
management of the ITU, but there will also be discussions on issues of 
particular interest to ARIN members. Most notable has been the 
increasing interest of the ITU and some Member States in the management 
and distribution of Internet number resources. This includes the 
distribution of IPv4 and IPv6 IP addresses and Autonomous System (AS) 
Numbers, and ensuring that the shift to IPv6 does not disadvantage the 
developing world. The subject of global-cyber security will also be high 
on the agenda and the broad topic of Information and Communication 
Technology (ICT). The conference will conclude on 22 October 2010 with 
the approval and signing of the Final Acts treaty by the Member States.

As a Sector Member of both the ITU-T and ITU-D, ARIN has also 
contributed actively, along with the other four Regional Internet 
Registries (RIRs), to discussions on Internet addressing issues within 
the ITU. Cathy Handley, Executive Director of Government Affairs, and 
Susan Hamlin, Director of Communications and Member Services, will 
represent ARIN at the conference to ensure that the voice of the ARIN 
community is heard.
