The Internet Pavilion brings together a number of the key organizations responsible for both day-to-day management and policy development in the Internet sphere. Organizations at the Internet Pavilion will include the Internet Society (ISOC), the Internet Engineering Task Force (IETF), the Number Resource Organization (NRO), the Internet Corporation for Assigned Names and Numbers (ICANN), the Council of European National Top level Domain Registries (CENTR), the London Internet Exchange (LINX), and the African ISP Association (AfrISPA). The purpose of the Internet Pavilion is to help WSIS participants understand how the existing governance mechanisms work and how these mechanisms relate to the findings of the Working Group on Internet Governance (WGIG) Final Report and the WSIS principles in general. The Internet Pavilion will facilitate an understanding of why a collaborative and cooperative governance model is essential to the success of the Internet and the roll out of the Information Society in the future. ARIN is assisting in the NRO's education, communication, and outreach efforts, which include multimedia presentations on RIR History, the NRO, and IP addressing and routing, and paper collateral such as an NRO fact sheet, a technical one-sheet, and RIR-specific fact sheets, newsletters, articles, and other documentation. The Internet Pavilion will act as a medium through which the co-exhibitors and invited guests will reinforce the very important role that the Internet has in promoting education, economic development, knowledge transfer, etc. The exhibition will take place from 15-19 November at the Kram PalExpo. The first is a direct statement about WSIS Phase II and what the NRO is hoping to achieve. The second statement, addressed to representatives of all governments across the world, presents the NRO positions as they relate to the topic of Internet Governance. ARIN believes it is extremely important for those in its community to become familiar with the documents and to make their opinions known to those in positions of authority within their organizations and their representative governments. The second and final phase of WSIS has been taking place this week in Tunis, Tunisia and, as you may have already seen in the media, an agreement was reached regarding the continued future of our existing open and bottom-up model of Internet governance. The Tunis Agenda for the Information Society, is available at: http://www.itu.int/wsis/docs2/tunis/off/6rev1.pdf The Number Resource Organization (NRO) is satisfied with the result of the WSIS. It is a positive result that the role of governments inside the area of Internet governance has been clearly defined, and that there is a clear decision for governments not to become involved in the daily operational and technical matters of the Internet. This result, while recognizing the importance of full involvement of all stakeholders, allows for the continued successful operation of the Internet and is a successful outcome for the Internet community as a whole. As highlighted at both ARIN Public Policy Meetings this year, our community already enjoys an effective and productive relationship with the governments in our region. We look forward to the continued participation of everyone in our community in the regional and global Internet number resource policy discussions to come. I would like to thank all those in the ARIN community who made their opinions known, and while WSIS is now ending, the participation of all Internet stakeholders is more important than ever in future dialogues. The NRO statement, titled "WSIS Reinforces the Regional Internet Registries (RIRs)," is available at: http://www.nro.net/archive/press-releases/wsis-20051117.html Regards, Raymond A.
