ARIN takes each case of an unauthorized database change very seriously. During the course of this year we have amended many of our procedures and developed new ones in an effort to prevent the occurrence of unauthorized changes. We will continue to do so as long as is necessary. Because ARIN's main area of involvement in these cases revolves around inaccurate information being populated to the database, we must concentrate on researching and correcting these inaccuracies. We have a very clear set of internal business practices and rules that dictate what actions we can take, and there are a certain set of protocols that we must follow. Unfortunately, the time involved in following these procedures does not always allow for an immediate remedy to inaccuracies, but they must be followed. In following these procedures, we must also adhere to our common practices of non-disclosure to the general public. ARIN is currently cooperating with all law enforcement agencies that use their powers to obtain subpoenas or other tools available to them to obtain information from ARIN. These agencies include the US Department of Justice, the Federal Trade Commission, and state attorneys general and local district attorneys. Often they seek to obtain information related to cases where individuals have falsified their identity to make unauthorized changes to records in the ARIN database. In addition to this ongoing cooperation, which is mandated by law, ARIN will proactively report newly documented cases that come to its attention to law enforcement authorities without notice to those engaged in such activity. The ultimate risk here is a shift in the number administration from the careful preservation of uniqueness within the assignment of number resources to one of chaotic number movement, with its attendant consequences which appear to inevitably include a breakdown of the coherency of the Internet's address realm. Obviously, this is not an acceptable outcome under any circumstances." The challenge faced by the RIRs has been to propose an entity that is capable of preserving an essential continuity of function, but at the same time not assuming the current roles and responsibilities of ICANN. The approach taken has been to propose an NRO that is capable of undertaking a review function through the Number Council, and use the NRO Executive Council as the body that ratifies proposed policies, acting upon the recommendation of the Number Council. However these are proposed to be potential capabilities rather than assumed roles, and the policy process that the RIRs are committed to remains one that includes a role for ICANN within the overall global policy development process. A recent article states there is a shortage and that Internet Protocol Numbers will run out some time in the year 2005. The Regional Internet Registries (RIRs) do not themselves make predictions about when the remaining IPv4 address space will be depleted. They do, however, report on the rates of RIR allocation of IPv4 address space and on the state of the remaining pool of unicast IPv4 address space. The RIRs report statistics regarding IPv4 allocation on their respective web sites and present a "Joint Statistics" report at each of the RIR meetings and at other Internet industry meetings several times yearly. The most recent presentation on this subject can be found at the following location. http://www.arin.net/statistics/index.html This report states that the RIRs have collectively allocated 19.59 /8 equivalents between the dates of January 1999 and June 2003 (4.5 years). It also identifies that there are 91 /8 equivalents held by the IANA in reserve for future allocation by the RIRs.
